Otto, Emperor of Rome, loves Cleonilla, who, being libertine, has long had a secret relationship with Caio Silio. However, Cleonilla soon falls in love with the handsome Ostilio, who is actually Tullia, in love with Caio. Tullia's plan is to kill Cleonilla out of her love for Caio, but before that, she prefers to try to change her mind. The meeting between the two women is discovered by Caio, who, believing it to be a romantic encounter, confides everything to Otto. Otto therefore orders Ostilio to be killed, who then reveals that she is Tullia. Otto then orders Tullia to marry Caio, and Otto reconciles with Cleonilla.
